Strategic Plan Success: Business Growth, Increased Affordable Housing, & More

Buncombe County is launching its 2030 Strategic Plan, a five-year strategic plan aimed at continuing to create success in vital areas such as early childhood education and economic growth. The 2025 Strategic Plan showcases the benefits of creating a five-year plan based on community feedback is an important step in creating budgeting and policy priorities as Commissioners make short- and long-term plans.

The 2025 Strategic Plan showed success in all five of its focus areas, with some exciting and significant accomplishments including:

  • Educated and capable community
    1. From fiscal years 2020-2025, the Preschool Outreach Program served 14,704 children and 5,348 adults by delivering 132,010 early literacy items (books, puppets, curriculum materials) to childcare centers and presenting 1,137 story times.
  • Environmental and energy stewardship
    1. Across Buncombe, 54 solar systems were installed with 15 for County operations (including the 5 MV utility project at Woodfin Landfill), and 39 projects supported communitywide goals with installations on County schools, A-B Tech Facilities, and fire stations.
  • Resident well-being
    1. Awarded over $12 million in grants from the Tourism Development Authority for the Enka Recreation Destination and Woodfin Greenway and Blueway projects.
  • Vibrant economy
    1. Buncombe County celebrated major investments by Pratt & Whitney, System Logistics Corporation, and BorgWarner to increase manufacturing jobs while helping local businesses like East Fork Pottery and Poppy Popcorn add jobs and grow operations.
  • Operational excellence
    1. Permits & Inspections continued their commitment to continuous improvement through various successful initiatives, like creation of electronic plan review for all permits, that eliminates the need for paper plans to be delivered to their office.
